Okay what if I remove the bottom layer of tin foil and keep the screen on top would that work. Like just using the tin foil as like a case to hold the screen in place?
Not necessarily, that's a myth that's been perpetuated. It isn't very healthy, and can break down easily, but it isn't very harmful.

The funny thing about foil is if you do some research, you'll find that aluminum foil is actually constantly coated in oxide by its reactivity with air, so when used as a pipe or any smoke device, you generally dont intake any harmful aluminum fumes, but rather just as much oxide as any other particle in youe bowl.
